Because there really aren’t enough links between Thamesmead/Abbey Wood and South of the Royal Greenwich borough. You can have all the links from anywhere but Thamesmead/Abbey Wood doesn't have any big employers, attractions or other reasons to go there. But it also has a lot of residents cut off from the rail network amongst other things, thinking of Thamesmead. The big gap in the network is a link from Abbey Wood to Upper Belvedere, a link that hopefully will be provided by the 469 soon. Otherwise, people generally shop in Woolwich or Bexleyheath, link with the rail network at North Greenwich, Woolwich or Abbey Wood, or go to school in Plumstead, Woolwich, Erith, Belvedere, Bexleyheath, Bexley or Sidcup, or the schools linked by the 601 or 669. All links that are well provided for. I just can’t see a demand for a bus from Thamesmead or Abbey Wood to Eltham.

At the moment they don't have much choice, I certainly don't think a link from Thamesmead to Eltham would go unused. Two town centres with little employment locally. Change at Woolwich is simple enough.
