A fair point. Another possible way to do away with the 521 would be to withdraw the 8 between Holborn and Tottenham Court Road, and instead divert it to Waterloo, and extend the 98 east to somewhere along the current 521 depending on taste. That crossed my mind, rerouting the 8 to Waterloo and extending the 25 to Tottenham Court Road. This also keeps the Waterloo to Liverpool Street connection if the 26 gets cut which is probably a better option than reducing the 15? I can't see the 26 being cut - it was actually increased from 6bph to 8bph to part-compensate for the 48 being withdrawn and the 4 and 172 being curtailed away from Fleet Street.

Yes that would be another possible option, even pre covid I think the 11 and 26 between Aldwych and Liverpool Street were a bit excessive particularly at weekends.

This will support the 143, provide more support to the 102 and create a link between Finchley and Muswell Hill.

I would agree with this and have suggested similar before although I'd probably make these changes:
299: Extended further beyond Finchley Central to Mill Hill Broadway, via Route 382 to Mill Hill Circus, Devonshire Road, Route 221 to Bunns Lane Bridge, under Bunns Lane Bridge and into Mill Hill Broadway Station to stand. This would create links across North London from Muswell Hill/Finchley/Southgate to Mill Hill/Millbrook Park (ish!) and Allianz Park. Could potentially be extended further onto Edgware via Edgware Community Hospital to have a route serving the full length of D'brook Road since the changes to services 303/305. Withdrawn between Southgate and Cockfosters.
382: Withdrawn between Mill Hill East & Finchley Central. Revised to stand using the old 125 stand and increased to every 12 minutes during peak hours. The cutback is suggested mainly due to cost & demand not being high down to Millbrook Park to justify an x12 frequency.
384: Extended to Southgate Green from Cockfosters over old service 299. This would replace the section at an adequate frequency and create a desired Southgate to Barnet link (even if a bit indirect). There was a previous suggestion involving the W6, which would create new links to Palmers Green/Edmonton Green which I'm not suggesting is a bad thing, although there would be cost involved and would add another service onto the already overbussed New Barnet to High Barnet section.

I don't understand what you mean when you say New Barnet to High Barnet is 'overbussed'. Only the 307 makes the direct journey from East Barnet Road via Station Road and Barnet Hill.

So been seeing the Bus Network Development Papers one is about 24 and 603 I don't know what are they going to with those route for the 24 it maybe rerouted some where or extended or withdrawn parts of it and for the 603 I like to bee a dally route that would give new links

Would a diversion via Hendon Wood Lane and Marsh Lane on the 384 be an effective change? It would serve an unserved section of Marsh Lane & divert it away from the A1 where potential traffic problems could arise. Would also provide a Barnet to Mill Hill Schools link.
I'd also suggest rerouting it via Stafford Road towards Cockfosters rather than via Sailsbury Road to serve The Spires (which I'd have thought is a major passenger objective) and the Western Section of Salisbury Road is too small to fit the 384 as has been highlighted on Twitter.
