You can promote cycling just as it is being promoted now, however London is London and the weather is terrible most of the time. The minute it starts raining you're now going to overload the road network as nobody is realistically going to cycle in that sort of weather. Most people don't cycle in the winter months either, having a free flowing road is a year round benefit as opposed to benefitting a few people in summer months when the weather is nice, as it rains then too. This is probably what's causing a lot of the issues, cycle infrastructure is being invested in but people aren't very interested in cycling unless it suits them specifically. Imagine walking. You wouldn't necessarily plan a nice leisurely walk during some showers or some wintry weather, but if you are out or need to get to Point B you can put on a waterproof and make your journey with not much fuss. There's no reason cycling would be any different and indeed we don't see evidence of massive peaks and troughs in demand that correspond with weather patterns. But you can jump on a bus and avoid a downpour, cannot take your bike on the bus unless it is a foldable

It's much worse than simply walking in a shower, especially if you're going against the direction of the rainfall.
