I can't say I'm keeping up with progress (or lack of it) on Crossrail these days, but interesting to see 14 May 2022 given as a current opening date in this rather than a vague 'early 2022'. The Summer National Rail timetable starts that weekend so it would be sensible to work to that date.

The section between Paddington and Abbey Wood is self contained so it doesn't have to be tied to the National Rail timetable change.

It’s a useful exercise and the cost recovery figures for each route are interesting. Not all the schemes were fully costed. However I am not sure it will address the structural problems in terms of cost recovery for the wider network or the dramatic fall in ridership on route W12 following the reduction in frequency to half hourly. Also the conclusion in relation to Orient Way that it would be quicker to walk to a high frequency route that is more than 400m away than to wait for a lower frequency route at a new closer bus stop may be an indication of TFL’s flexibility over the 400m distance from the nearest bus stop. Unfortunately it assumes that potential users are able to walk to a bus stop further than 400m away.

Apart from the W15 split proposal, just mainly low cost and short/medium term schemes for the borough. Nothing big or long term solutions drafted out really.

The network in the area in my view, and clearly that of TfL too is pretty robust and only requires small changes to fulfil changing needs and maximise efficency. I like the W12/W19, 385 and W15/17 proposals as well as the new bus priority on Hatch Lane. Hopefully all end up happening

Seems to take 42 pages to say very little. However, I did enjoy the illustration introducing the Next Steps bit which features a person with mobility difficulties half-standing in a cycle lane, facing the wrong way as a cyclist approaches.

Great to see the W15/W17 proposals. I think this idea could still work well and is likely still required as i’m not convinced performance issues are due to the incumbent or previous operators but the challenges of this route. Really hope this comes about once the Hospital is completed in the next few years. Round the corner links to Leyton Station are nice touch also.
The 385 idea is interesting. The use of Cherrydown Avenue is a very good one on paper but in reality, The northbound manoeuvre onto Waltham Way from Cherrydown Avenue looks tight. On the occasions i’ve actually managed to see a 385, most of passengers board the route from Hall Lane at the bus stop in front of Chingford Mount Sainsbury’s.
My only concern with the W12/W19 swap is it limits the usefulness of any potential extension to Lea Bridge Station (should that become possible). The 215 to Argall Avenue would be interesting. I do think any curtailment of the W12 to Walthamstow Central may lead to scaling the route into 1 bph.
I have never understood the councils previous interest in a route serving Orient Way. I’m glad this has been rested for now.
I guess things are going “well” for the 158 / W11 as no consideration is given additional services to Blackhorse Road/Lane a major growth area in the borough
Also no mention of any new route extension to Whipps Cross Interchange…

Hopefully all end up happening The W15/W17 proposal was interesting but I think the 385 & W12/W19 were a bit hit & miss So I'll add a little more detail to this but as I'm not local, happy to be corrected: The W15 & W17 is a good idea overall, it's clear the current route is an issue in terms of reliability and the new W17 brings new links from Leyton to Whipps Cross. TfL however seem a bit muddled as they mention in the strengths area that a low number of broken trips will arise but then mention the same broken trips in the weakness area so is it good or bad? The only weakness I see is the Hackney end seeing a frequency reduction which from experience is busy (god I remember those packed PDL's) I'm not sold on the 20 or 215 replacing the W12 & W19 especially the former which has had several complaints over the last few years about it's reliability from residents at the Loughton end of the route but if one had to be picked, the 215 would be the lesser of two evils to go to Argall Avenue with the W12 cut back to Walthamstow & the W19 switched to the Coppermill Lane stand. No comment on Orient Way I'm also not sold on the routing's for the 385, well bits of them anyway - I think a combination of Option 1 & 3 so still serving all of Station Road and those busy stops at the southern end, re-routed via Madia Avenue or College Gardens and then along Middleton Avenue. I'm not sold on serving Cherrydown Avenue due to the Chingford Mount stands proximity

What would be a big or long term solution? Given the current financial position of TfL the more structural issues facing the overall bus network that it worth be worth reviewing on a Borough basis would be: Double decking of single deck routes to maximise capacity for same driver resources. Reduction of excess bus route capacity or duplication between routes if it exists. Increasing cost recovery rate of individual routes by reducing costs and/or increasing revenue. Looking at whether individual bus routes duplicate the tube or Overground networks and whether economies are possible, subject to the tube/Overground stations being fully accessible. Improving orbital links in Outer London to boost revenue. Otherwise you end up with incremental cost saving measures that result in communities loosing their only bus services e.g. 384 in Barnet and 440 on Bollo Lane.

What would be a big or long term solution? There have been some big drafts for Waltham Forest, for instance there was a proposal by TFL to extend the W8 to Walthamstow from Meridian Water to allow new cross borough links created. Something that will come at a high cost which TFL are unwillingly to pay large amounts at this current time, but consider for the long run future This proposal however could appear again in the Meridian Water Study later this year
