Maybe TFL felt that passengers would like DDs on the 219 and would start badgering them to make them permanent.

One thing that just occurred to me was that at one time the 219 was the only single decker route from Merton spec'd with long wheelbase single deckers (WSs), which couldn't be used on most other relevant routes due to street infrastructure. Perhaps for that purpose then double-deckers where restricted away from the 219 to help keep those WSs on that route.
